Overview

The Carbon Reduction Program will provide formula grants to States to reduce transportation emissions or the development of carbon reduction strategies.

States may use Carbon Reduction Program funds for projects that support the reduction of transportation emissions, including: the construction, planning, and design of trail facilities for pedestrians, bicyclists, and other nonmotorized forms of transportation; public transportation projects; and congestion management technologies.

Typically, 80 percent Federal / 20 percent non-Federal (for interstate projects 90 percent Federal/10 percent non-Federal). Waivers are available in some circumstances.
